He grew up in Lawrenceville, Georgia, and after initially planning to study law at Coastal Carolina University, he discovered a passion for acting through an elective class. He graduated with a degree in performing arts in 1992 and later became a life member of the Actors Studio.Throughout his career, Kelly has built a reputation for his work in both film and television. He is perhaps best known for his role as the morally ambiguous political aide Doug Stamper in the Netflix drama series House of Cards, a performance that earned him four Primetime Emmy Award nominations for Outstanding Supporting Actor in a Drama Series.His other notable television roles include CIA Agent Mike November in the Jack Ryan series, Lt. Col. Gary Volesky in The Long Road Home, and Andrew McCabe in The Comey Rule. In film, he has appeared in a wide range of productions, including Changeling, Dawn of the Dead, The Adjustment Bureau, Chronicle, and Man of Steel. He has a role as "Tommy" in the 2025 film Night Always Comes.
